Governor Schwarzenegger Prohibits Use of State Resources for Illegal Downloading of Copyrighted Material

Sacramento, CA (September 17, 2004) - Governor Arnold Schwarzenegger today signed Executive Order S-16-04 prohibiting the use of state resources to illegally download copyrighted material.

"So many of the entertainment industry's talented musicians, actors, writers and programmers devote their careers to creating products that enrich our society. We need to do our part to protect the creative and intellectual property they work so hard to create for the rest of us," said Governor Schwarzenegger. "Today California is taking a stand against use of state resources for illegal downloading of this material and standing in support of the work of these talented Californians."

Peer-to-peer file-sharing software technology holds the potential for many legitimate uses. However, these services are often used to enable illegal dissemination and downloading of copyrighted material. The presence of this software on state computers also presents a security and privacy risk by allowing individuals outside of the state system to access confidential and sensitive information. The executive order tasks the State Chief Information Officer with the development of a statewide policy regarding the use of peer-to-peer file-sharing programs on state computers. The policy applies to all state agencies, departments, boards, commissions and offices of the executive branch.

Governor Schwarzenegger Prohibits Use of State Resources for Illegal Downloading of Copyrighted Material

Sacramento, CA (September 17, 2004) - In an ongoing effort to increase the efficiency of the California Film Commission and promote filming in the State, Governor Arnold Schwarzenegger has issued Executive Order S-15-04 which mandates cooperative relationships between government agencies and departments and the California Film Commission.

"The motion picture industry provides vital California jobs and revenues," said Governor Schwarzenegger. "It generates more than $33 billion annually for the State's economy and employs more than 250,000 workers. This executive order ensures that the Commission will be able to facilitate film and television production in the most expeditious manner possible, making it more attractive to keep film production in California."

Among its provisions, the executive order directs agencies to designate a Film Liaison from its existing staff and notify the Commission of the liaison's name and contact information. Additionally, it calls on agencies not under the Governor's direct executive authority, including constitutional officers, the legislative and judicial branches, the University of California, California State University, and the California Community Colleges to participate in the effort as well.

Included in the executive order are the California Environmental Protection Agency; Health and Human Services Agency; Labor and Workforce Development Agency; Resources Agency; State and Consumer Services Agency; the Youth and Adult Correctional Agency; Departments of Corrections, Employment Development, Fish and Game, Food and Agriculture, Forestry and Fire Protection, General Services, Motor Vehicles, Parks and Recreation, Transportation, Water Resources, and Youth Authority; California Highway Patrol; California Coastal Commission; California Science Center; and the Office of the State Fire Marshal.
