Eight members of the DGA–PAC Leadership Council — DGA President Martha Coolidge, Taylor Hackford, Rod Holcomb, Frank Marshall, John Rich, DGA National Executive Director Jay Roth, Jack Shea and Irwin Winkler — met with U.S. Senator Max Baucus (D-Mont.) on April 2 to discuss U.S. Senate runaway production bill, S. 1278, The United States Independent Film and Television Production Incentive Act of 2001.

Baucus is Chairman of the Senate Finance Committee, which has jurisdiction over all tax-related bills such as S. 1278. Senator Blanche Lincoln (D-Ark.), who introduced the bill in July 2001, is a member of the Senate Finance Committee as are five other co-sponsors of the legislation.

All present felt there was an open and constructive dialogue about runaway production, one which allowed the directors present to explain the impact of the problem in personal terms — and to speak on behalf of the entire "directorial teams" with whom they work.

The Council members stressed the importance of moving legislation forward. Baucus, very aware of the loss of filming in his state, was receptive to their concerns. He indicated he would work to ensure that all actions and information necessary to help make this possible would be given his attention.
