In the past, the Commercial UPM ‘QL’ applied only to employment on spots shooting in the New York area. Beginning August 1, Employers must give preference of employment to UPMs on the Commercial UPM Qualification List applicable to the area where the job is being shot (New York, Southern California, or Third Area).
Specific criteria for placement on these Qualification Lists can be found in Sections 6-304 (E) and (F) of the 2005 National Commercial Agreement, a copy of which is being mailed to all members in early February.
Until July 31, 2007, an ‘open period’ will be in effect during which individuals may apply for placement using considerably fewer days than will be necessary after August 1. A notice outlining specific criteria applicable during the open period will be enclosed with the Agreement you receive in February.
To get placed an individual will need to document either 150 days worked as a UPM between February 1, 2001 and December 31, 2006; or 30 days worked as a UPM for a single company between January 1, 2004 and December 31, 2006. For the Third Area QL, the aforementioned 150-day and 30-day requirements are reduced to 45 days and 15 days, respectively.
Please note that individuals currently on the New York Commercial UPM Qualification List do not need to re-apply; they are already eligible to work on commercials nationally.
